What does that mean in practice?

Public administration information systems must be designed to communicate with one another. They must adopt open standards, enable the secure exchange of data, and integrate with national infrastructures.

National Regulations

Articles 12 and 50-ter of the CAD

Art. 12 CAD

It stipulates that public administrations must ensure the interoperability of systems and the integration of processes in their internal operations, as well as in their dealings with other administrations and private entities, in accordance with the guidelines adopted by AgID.

Art. 50-ter CAD

It establishes the National Digital Data Platform (PDND) as an enabling infrastructure for the exchange of data between public administrations and public service providers.

Directive of December 5, 2023

The directive dated December 5, 2023, governs the procedures for joining and using the PDND, including security requirements and data publication.

Technical Implementation

The AgID Guidelines on Technical Interoperability define standards, rules, and requirements to ensure integration between systems.

European legislation

Regulation (EU) 2024/903 (“Interoperable Europe Act”) promotes the adoption of common standards and interoperable solutions in the European public sector, strengthening coordination among Member States.
