Article 68 of the CAD
Before developing or acquiring software, a public administration must:
check whether there are any solutions that are already available or reusable;
compare open-source alternatives and proprietary solutions;
assess costs, long-term sustainability, and organizational impact.
The goal is to make more informed decisions and avoid developing duplicate solutions.
