What does that mean in practice?

Before developing software from scratch or purchasing proprietary solutions, public administrations must check whether open-source or reusable solutions are already available. This decision must be supported by a technical and economic assessment.

Article 68 of the CAD

Before developing or acquiring software, a public administration must:

• check whether there are any solutions that are already available or reusable;

• compare open-source alternatives and proprietary solutions;

• assess costs, long-term sustainability, and organizational impact.

The goal is to make more informed decisions and avoid developing duplicate solutions.
