Developers Italia is promoting a paradigm shift: software becomes a shared asset, a collaborative ecosystem where government agencies, vendors, and professional communities work together. Sharing code and best practices throughout the entire software lifecycle helps avoid duplication, reduce costs, and improve service quality.
Supporting Public Digital Strategy
Developers Italia is a project sponsored by the Department for Digital Transformation and the Agency for Digital Italy.
It plays an operational role in the country’s digital strategy: it puts the principles of the Digital Administration Code (CAD) into practice, both technically and practically, particularly with regard to software reuse, interoperability, and the quality of open-source software.
A Project in Dialogue with Europe
Developers Italia serves as the link between the national ecosystem and European policies on open source and interoperability.
The Developers Italia project translates the European Commission’s guidelines—such as the Digital Decade Policy Program (DDPP), the Interoperable Europe Act, and the Open Source Strategy (OSS)—into concrete actions through tools and operational initiatives: the reuse catalog, the adoption of shared practices, and the promotion of interoperable APIs.
A Common Approach to Public Administration Software
Developers Italia is a public and open ecosystem based on shared rules and tools. The project promotes coordination and collaboration between government agencies and software developers, without imposing any single model, platform, or solution.

Coordination is public and entrusted to institutions. Government agencies, vendors, and communities develop and reuse software independently, following shared guidelines and best practices.
Open Tools and Shared Practices
Code development and collaboration take place on open, widely used platforms, such as public repositories and shared work tools. Developers Italia does not require the use of proprietary environments or closed-source solutions.
Responsibilities of Government Agencies
Each government agency remains responsible for the software it develops or publishes, including maintenance, updates, and security. Developers Italia provides support, guidance, and templates, but does not replace government agencies in managing projects.
