Adopting reusable software

Guidelines for properly adopting reusable software using the Catalog.

What is meant by reusable software?

"Reusable software" refers to software made available by a public administration under an open license and published in the Developers Italia catalog.

Since it is published by a public administration, it may be more closely aligned with the requirements of other public administrations. For this reason, the Digital Administration Code lists it before generic open-source software.

Why Adopt Reusable Software?

Adopting reusable software means avoiding duplication, reducing costs, and promoting economies of scale and shared maintenance with other public administrations. The adoption of open and reusable solutions allows agencies to maintain digital sovereignty over the code, promote transparency and control over the solutions, ensure security, and strengthen the public ecosystem.

How to Proceed

We begin with a comparative assessment. By its very nature, reusable software may have an advantage, since it is developed or adapted to meet the needs of the public sector.

These steps help you adopt and manage reusable software.

  1. 1

    Preparing for Software Adoption

    • Define your requirements
    • Browse the software catalog
    • Conduct a comparative evaluation
    • Verify the open-source license and ownership.
  2. 2

    Implement and configure the solution

    • Install and test the solution in a development environment
    • Verify performance, security, compatibility, and code quality
    • Contact the community and the public administration that developed the software
    • Determine the adoption model: decide whether to install and manage it directly or through a provider
    • Develop any necessary adjustments: customization of the open-source code, compliance with standards, and documentation of the changes

  3. 3

    Managing the Project Over Time

    • Contribute feedback to the original project, and request that any improvements be incorporated
    • Review and improve the documentation
